it seems that due to weather they were not staffed for the number of visitors

Mostly just waiting. Just verified documents and belongings and I went through. Process was about 2 hours, with 1 hour 45 min of just waiting.

My wife came to USA on a B1/B2 visa to visit me for 3 weeks.
The CBP officer was very polite and nice. He asked my wife for reason of visit, she said to visit her husband. He asked when was she planning to move to USA, she said aftert the approval of CR-1 visa.

We sat in the waiting area for about 1 hour before it was her turn to be called. There were at least a dozen other people ahead of us. Once called, the USCIS officer looked over her paperwork and saw that everything was in order and sent us on our way.

It took less than 10 minutes, they just took the package the us embassy gave me and my passport then ask me to follow him to another room and I sat down there while an officer checked the package and checked some stuff in his computer.
