I have a friend who is Cuban and her Husband just had his Consular interview in Cuba. After the interview they told him that he would have to wait until about the end of this month to receive his Passport with Visa. Why do you all think it's taking so long??

I did not attend the interview with my fiancé. There are already detailed reviews of the process at the USA interest section so I am just highlighting some points that I think are important and can help people with future interviews.
• There are two lines in the park. Make sure you are in the right one.
• The waiting room is COLD – bring a jacket/sweater
• It will be a long day – take some food to snack
• Make sure they take ALL your evidence. Separate them into small packages if needed. Even if at the window they say they have enough INSIST and submit everything.
• Prepare for the interview; review the type of questions others have posted here. Some counsels are nice but others are intimidating. Prepare for the worst and hope the best.
• If the petitioner is a Cuban born US citizen, the interview will be more detailed.

Our interview took place on 12/29. We arrived at the park at 7am as names were already being called. Hundreds of names were read, but not my fiance's. We went to the gate to inquire and they took my fiance's national identity card and then sent us over to the "permanent visa" section of the park, which is in front of the snack stand.
We stood stood around for maybe an hour and nothing happened but we chatted with other people waiting there who all seemed to be in the same boat. We waited there for what I think was a few hours before a woman came with the national IDs and called off names. Finally, we were sent to enter the gate. In the security room, they take your keys and cell phones.

We were placed into administrative review due to medical exam being pending. They also requested additional evidence like emails,phone bills, and also supporting documents for the Affidavit of support, i.e. form 1040 for the last three years and W2 forms as well.
Update: My fiance went back on 12/18 with the required documents. The lady that went to collect the documents didn't want to receive the whole package of supporting evidence but my fiance insisted and she accepted it. He was told to return 01/08/2015.

I arrived at the park at 6:45, right at that time the large group of applicants starting heading toward one corner of the park to gather around the consulate official who began to read out 400 names. I expected to hear roughly 200 names after reading past reviews and ofcourse expected to hear my finace name called, but that did not happen initially and here is why.
I was not aware that the 400 names being called were names for temporary visas and especially when the official started off by saying "I am calling all names despite your interview time." So after an hour, he called all names and then asked " is there anyone here for a permanent (definitiva) or fiance visa." My finace and I were then told to walk down the block over to the first entry gate and have my finace turn over his carnet De identificacion.
