ROC pending for nearly 11 months

Timeline

Sent our I-751 89 days before that card expired, read if you send it in one day early, can be rejected. This is roughly 3 months, after 14 1/2 months of waiting, still no card, had to make an inforpass appointment for an I-551 stamp to stay legal.

It was a year and a couple of days after the I-751 we sent in the N-400 application, wife got a notice for her citizenship interview, still no 10 year card, but had her expired card, one year expired extension notice, and I-551 stamp in her passport. She passed, oath ceremony was scheduled one month later. Was a week before that, she finally received her to year card only to give it right back.

My stupid question is, why that 90 day limit before you can send in your I-751, at the rate they are processing these, should be more like a year.

We already had our AOS forms prepared before we were married, and sent those in the day after. Took a year before we were called in for the AOS interview, at the time her conditional card expired, already married for three years. If we were married for two years before our AOS interview, would have bypassed the ROC stage.

Her citizenship interview almost took an hour, her officer wanted to study every bit of original evidence she had to bring in. At about the same time, some character over 2,000 miles away was studying the same evidence to approve of her 10 year card. Don't even try to think how they operate, could hurt your brain. Just do it.

You can let people file earlier than 90 days but as long as the service center is not processing ROCs, it won't change anything. Official USCIS timeline for VSC has been stuck at March since last August. Whatever happened, some officer ordered to slow the operations down on ROCs. Go check the timelines on March 2015 thread if you'd like; the earliest approval was from 9/17/15 and the latest from 2/5/16. I should also note that last August they dumped all January and February cases to CSC. So it's just a preference to prioritize ROCs or not. ROCs constitute a very small portion of all petitions they receive (like 2%), So if VSC wants to accelerate ROCs, they can easily diminish all of the backlogged ROCs and catch up with CSC by the end of this month. However, they seem to be happy about whereever they are.

I can't wait to get my citizenship (God's willing) so I don't have to ever deal with USCIS again. I am sick of dealing with them.
