Finger Pointing! I'm confused. Was that their goal?

Okay. So I received my NOA2 dated 5-14. The standard government response is that it can take weeks to reach the NVC.

sidenote: The USCIS website never updated, no text/email update, just snail mail NOA2 received. Even the frontline USCIS reps don't see the NOA2.

I spoke with a tier 2 officer last week at USCIS who insisted that my case had been approved and was sent to the NVC and that I only needed to stay in contact with them now and not contact USCIS anymore.

Well, I spoke with the NVC today and the representative had me read parts of my NOA2 out loud to him since they have not received my case. I read a part that says: Hello,

"The above petition has been approved, and forwarded to the listed consulate. Please contact the consulate with any questions about visa issuance".

He stopped me right there and said that it doesn't happen often but some cases don't go to the NVC and are sent directly to the consulate instead. By the way, there is no consulate listed on the NOA2 so I am assuming they are meaning the one listed on the petition. He said I could get clarification from USCIS..... so the saga continues...

I contact USCIS and a frontline representative tells me that it is really common for applications to not go to the NVC (opposite of everything I just heard) or that the papers just say that and they go there anyway. I escalated to a tier 2 and selected the option for a call back but I haven't heard back yet and 6pm is approaching quickly. I also emailed the Costa Rica consulate but I don't know what help they can be since I only have a receipt number and not a case number.

Has anyone had experience with this? I'm so confused. The right and left hand does not seem to know what the other one is doing.

There is no need to call so many people. Everything is fine.

An I-129F petition does go to NVC for about 5 minutes. Since this step is so minimal,some correspondence will just say it went to the embassy, possibly so people won't call NVC about it.

No need for a saga, everything is fine :)

As Harpa said, this is normal. The flow is as follows:

USCIS (sends NOA2) -> NVC (approx. 2-4 weeks) -> US Embassy

It takes about 2-4 weeks after NOA2 for NVC to assign a case number and then they will forward your case files to the embassy where your fiance will be interviewed. Just remember that it can take some time for the mail to be sent from uscis to NVC. The people whom you have spoken with on the phone are only reading from a computer, so don't panic as they are not well-informed of the current process flow timeframes. You will receive a letter from NVC as well with the case number info.

Timeline

It is normal for the approval notice to tell you it was sent to the consulate. Not sure why they word it that way because they all go through the NVC, are assigned a case # and sent on to the appropriate consulate from there. Just give it a little more time and then call the NVC again. You can call them back until they tell you they received the case. Sometimes it takes awhile to reach the NVC. You can check the Progress Reports and NVC forums for threads about that topic.

After USCIS approves the petition, it is sent to the National Visa Center (NVC). The NVC will give you a case number and send your petition to the U.S. Embassy or Consulate where your fiancé(e) lives.

Congrats on NOA2 OP! & florinda, it certainly does appear that TSC is starting to process cases again. I know they didn't officially stop but I think they are ticking up lately. I've been seeing recent approvals.

You have your NOA2 so the waiting for approval is over, you are on the next step now. Now your approved petition goes to the NVC so they can assign you a case number. This could take some time. I waited 35 days before I could get my case number. You just have to be patient, but rest assured that your case is being processed.
