This is the email response I got from US Embassy in Manila (we are trying to move it from Doha to Manila):

Dear Mr. Jensen:

This refers to the K1 case of the referenced individual.

To enable us to process the transfer request, the applicant must provide us with a written justification for the proposed transfer.

The required documentation may be sent to the Embassy's Immigrant Visa Branch (Attn: Special Action Team) by fax at (632)301-2037 or 301-2591, or as a scanned email attachment at IVManilaAttachments@state.gov

Is the applicant me or fiancee? Should we both do one just to CYA? I already informed them for the reason for the transfer. I have not been able to get a hold of them via the phone.

The reason: her boss sent her home early from Qatar.

I hope I don't have to start this over. Not feeling hopeful.

Being it states APPLICANT, and not petitioner, your fiancee will complete the form.

You won't have to start over, but it will take some time to get the file transferred.

Did you contact NVC on this?

I contacted the Embassy in Doha and Manila. This response is from the Embassy in manila.

Darn I already sent a letter from me to them. I have not seen a form to fill out. What form?

There may not be a form, the email you got from USEM simply states written justification. I guess I used form out of habit.

I would suggest you both write a letter explaining the "why" for the transfer to another embassy.

What did NVC say regarding the transfer?

I have not spoken to the NVC at all on the case. Do you think I should contact them? How about DoS?

As suggested early, I would at least call them to see if they can assist with this issue. I remember some time back of an issue like yours and the couple contacted NVC first.

Spoke with state department on this and everything I have already done to have this moved is the correct method.

The State Dept said to work with the embassies and send a letter from my fiance to the one you want it moved to. Done. Just waiting to here from Manila that the visa has been moved to their queue.

Cool! Now to dip into the patience well one more time....

One more time! Ahhh! You would think after the annulment BS I would have learned to be more patient!

I'm sure my patience will tried again in the future.

Brett, for file visa request, NVC would only entertain file visa request if the case is still with them. However, if they have already forwarded case to the processing Post that was initially indicated during the filing of the petition which is DOHA, I am pretty certain that even if you'll try to contact NVC they would just reply that they are done with case and you (the Petitioner or applicant) should contact the Embassies involved to facilitate the transfer. (Ok just to clarify things, I am not suggesting that you should not contact NVC. But if you still want to consult or request NVC regarding the transfer, feel free to contact them by all means.). Now, I assume that by this time you've already sent the visa transfer with the USEM since you've already received a response from them. As what Hank had suggested, be patient as the transfer of the physical file may take quite a while. Once the file reaches USEM here in Manila, your will receive a letter of eligibility and just follow the instructions from there.

Hello, im trying also to move our case from UAE to Manila. I sent a request last nov 1 and no reply yet. How soon did u hear from them? Thanks!

This is what I have done. I contact Doha first. They have chat at their embassy. I got a UID number from them. They said I need that to move it to Manila embassy. Next via email I contact Manila embassy (I was never able to get through via phone number). They requested a document with my fiance stating why the case needed to be moved (keep it short and to the point). You need to have her sign it and than email it to the embassy. I used my email address for all of the correspondence. Once that was complete they said they would get it moved. I did not hear anything for about 2 weeks. I emailed several times. Recently I got a response saying that it was being moved. Now when I go to the CEAC website with the old Doha number it has a status of transferring. We are now 6 weeks into the moving process. If her Boss would have let her stay in Doha we would be done and she would be her next week. Now with this delay and the recovery effort in phils I have no idea. At least something is happening.

Email I used to contact Manila: IVManilaReplies@state.gov

Phils Number for Manila Embassy: (632) 301- 2000

US number: (703) 520-2235

FYI: I called State Department to see if i did everything correctly and to see if anything else need to be done and they said I did everything I needed to do.

Hopefully you will get the MNL # so you can at least get the ball rolling. (being the file is in transit there has to be a MNL # assigned already, now to get USEM to tell you)

Very soon!
