So we recieved an RFE for our I-791 Petition to Remove Conditions onResidence and I cannot figure out how to correctly read the request. I have called the number on the NOA for a solid week and can never speak with a human. I turn to you good humans for help.

The top of the letter seems standard, the description of what the request is but then there are items that I cannot determine if they are standard jargon for the RFE or if they are actual requests for us to respond to.

below the "failure to respond to this request..." comment is:

IDENTITY DOCUMENT: Submit legal copies of the conditional permanent resident and petitioning spouse's drivers licences and or identity cards from the appropriate state's mototr vehicle department

My spouse does not have her license yet, we included a learners permit to show she was in the process. She has not yet passed the driving test so she has no licence to show.

EVIDENCE OF GOOD FAITH MAIRRAGE: The conditional permanent resident (CPR) filed a form I-751 with our office. The (CPR) provided some petitioning evidence of marital bona fides. However, the documentation submitted is insufficent because

* You submitted a copy of the 1st page of your bank account statetements dated Nov 2012 & Dec 2012. Your (sic) did not include copies of all transaction pages.

This I get, I just thought they wanted to see both of our names, but I guess they want to see the entire statement

* All evidence submitted should cover the time period from the date of your marriage to the present

This I do NOT get, are they saying they want to see every bank statement in it's entierty from when we were married to now? That's 3 years of monthly statements!

Then the letter goes on to say:

To establish elegibility for removal of conditional status, it is requested that additional documents be submitted. This documentation should cover the period of time from the date of the marriage to the present date, or date when the marriage was terminated through divorce, separation, or death. Such examples may include, but are not limited to the following:

Then the standard items are listed, most of which we already submitted. Are they asking to see them again or is this just the "form letter" portion? The notice is not well separated or clarified as to what material is an actual request and what is just "form letter" jargon.

It does say driver license or identity card ( ID). She should have ID if she does not have driver license yet. You can make it at DMV.

yeah just get an ID from your local DMV. You can also send a copy of passport. But ID would be better to show same address.

send at least 4 bank statements per year. For example

2011- Jan, April,July, December

2012- Jan, April,July, December

2013- Jan, April,July

Now they want full statements.

Thank you all for the help thus far.

We did submit a copy of her passport and green card, but a state ID from DMV is going to cut it really close. My wife went back home because her father passed away. She will not return to the states until early Aug. A state Id takes about 4 weeks to process and the deadline for our process is September 19th.

I managed to get in touch with the USCIS this morning, but as many of you already know, they are of no use as they will not discuss the specifics of any case. The USCIS will send you a request but will not elaborate on their requests and instead tell you to go to an immigration lawyer. no accountability or liability on their behalf, thanks Uncle Sam.
