Waiting for to receive Packet 3 letter from NVC

I have called Ciudad Juarez embassy and they said they sent the Packet 3 letter to me on May 28. Even though we have created the account on the CSC Visa Information website and paid for the Visa, have our MRV receipt # and submitted the DS-260, they said we still need to wait until i received the "packet 3/appointment letter"

They said it can take 1-3 months to receive the "packet 3/appointment letter"

Is this normal?

Do i need to contact my congressman again to try and expedite?

Timeline

That letter is needed at the ASC appointment, medical and interview. Those that never receive the letter have been able to show up early before any of their appointments and have the letter printed out for them at the consulate's information desk.

It is not needed to fill out the forms and schedule the appointments.

My husband did just what Jay-Kay said. We never received our letter from Juarez, so he went to the consulate information window before his medical, biometrics and interview appointments and they printed his letter for him without a problem.

August 2008 - met when we were both living in England

February 2009 - began dating

May 28, 2011 - got engaged

August 5, 2011 - got married (in England)

September 29, 2011 - moved to Mexico

VISA PROCESS:

December 3, 2012 - sent I-130 to Mexico City (DCF)

December 6, 2012 - I-130 approved

December 14, 2012 - NVC case number assigned and instruction letter sent from Juarez Consulate but we NEVER received it

March 4, 2013 - called to check about our case and received our NVC case number and Invoice number

March 9, 2013 - submitted DS-260 online

April 17, 2013 - interview date - visa approved!!!

July 11, 2013 - POE: entered US through Dallas, TX

July 22, 2013 - Social Security Card delivered

August 22, 2013 - Green Card delivered

Would she be able to get the "appointment letter" from a consulate that is closer to her, for example Guadalajara? or would it have to be printed at Ciudad Juarez?

Thanks for your help Jay-Kay & Jenyadenise, i contacted my congressman today and they were able to emailed me the appointment letter from Ciudad Juarez embassy. My fiance was able to schedule the ASC in Guadalajara and she will have the medical at Ciudad Juarez
