I want to send my fiancée to Manila for the medical but don't want to go in the wrong order? Her friend told her she had to do the CFO before the medical?

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Is it the pre departure seminar?

Im not sure?

We just received our MNL case number. Were going to pay the visa fee $240 and start the process (schedule interview, medical and CFO...etc.) Is this pre departure?

Yes, CFO is like pre departure seminar and counselling where they give you a certificate of attendance.

CFO seminar can be done anytime and does not depend on the medical or interview..CFO seminar is required even when you are applying a Passport being a spouse of a US Citizen like me and i suggest to attend it anytime. Some pinays do it on the time of their medical/interview for expenses reason since there are only 2 CFO offices where you can attend it, in Cebu and Manila (unless there are new CFO offices aside from being mentioned). So some did it on the time of medical/interview to save money for plane tickets back and forth and so is the hotel.

Interview -------- 09/09/2013

Delays maybe inevitable, but misery is optional!

After the seminar they will hand you a certificate of attendance which you can show that in the future when u need the stamp on your future...YES...you can do CFO anytime...In my case which i attended CFO seminar for my Passport renewal, whenever i have the visa, i will just go back there and have my passport stamp..

NOTE: You will be denied boarding the plane without that stamp on ur passport

They will stamp it when u attend d seminar

How about the registration?

If you are asking if they stamp the visa rightaway after the seminar, i can not answer it because i am still in the NVC process...Read this link and maybe it can perhaps answer some questions in your mind

Hello Vic & Marilyn. Marilyn can attend the CFO seminar even before her medical and interview or after her medical and interview..

If Marilyn attends the CFO seminar without the visa in hand yet and if everything will be ok, she will be given a Guidance and Counseling Certificate. She would need to bring the following for the Guidance and counseling seminar:

Requirements for Attendance to Guidance and Counseling Program

  1. Two (2) valid identification cards (IDs) with photograph;
  2. Duly completed guidance and counseling form;
  3. Other documents as may be required by the counselors; and
  4. Payment of P400.00 counseling fee.

If she will attend the seminar before having the visa in hand and finished the seminar and have the Guidance and counseling certificate, she would need to go back to CFO once she has the visa in hand to Register at CFO and get the sticker before leaving to US. as she cannot leave the PH if she don't have that sticker from CFO on her passport. She would need to bring the requirements for Registration too.

=====

If Marilyn decides to attend the seminar once she has her visa in hand, she would need to present the following requirements for Registration and Guidance and counseling program:

Requirements for Registration

  1. Original and photocopy of Passport;
  2. Original and photocopy of visa
  3. Original CFO guidance and counseling certificate;
  4. Duly completed emigrant registration form; and
  5. Payment of the authorized registration fee.

Requirements for Attendance to Guidance and Counseling Program

  1. Two (2) valid identification cards (IDs) with photograph;
  2. Duly completed guidance and counseling form;
  3. Other documents as may be required by the counselors; and
  4. Payment of P400.00 counseling fee.

If everything will be ok, she would then get her Guidance and counseling certificate and register too on the same day and have the sticker on her passport...

=====

For some who attended the seminar before having the visa in hand, they also informed CFO that they would like to have the sticker on the day of their departure.. but with this, Marilyn should also verify this during her seminar if she will attend before having the visa in hand and IF she wants to get the sticker on the day of her departure..

Also, the Registration don't happen yet if there is no visa in hand yet.. that is why once we have the visa, that is when we can "register" at CFO and get the sticker and booklet that they will give to us. also we should be able to attend to the seminar before registering....

=====

btw, I already had my medical exam yesterday and today and it all went well. Good luck Vic and Marilyn
