AOS & DS-3032 for my youngest daughter

I just received a notice coming from NVC today... on behalf of my daughter.. earlier I just called uscis and speak to immigration officer. regardless of my other two beneficiary I was told that case still pending and is on process..

IR/CR-1 spouse of USC case :pending Still at NBC

IR2- eldest daughter of USC- 10 year old - approved last may 16 got NOA2 may 20 and now waiting any news from NVC

IR2- Youngest daughter - 2 and half year old- Case pending Still at NBC but just today 10 min ago I just got a letter by mail from NVC .

and I wonder I don't get any NOA2 for approval .when I call (USCIS) they said still on process.. is this normal

actually I have her NVC case # including with AOS. DS3032 (choice of agent). what will I do now. pls help im confuse

what does this mean..
