USCIS does not process visas, they process petitions. Only the State Department issues visas.

And who are "they"?

If you're referring to Texas, they haven't. People mistakenly put "Texas Service Center" as they send their petitions to the Texas Lockbox which forwards the petitions to the appropriate Service Centers. I myself did this when I first joined months ago, and had to go in and manually correct it when we got our NOA1 saying it'd been sent to the Vermont Service Center.

Timeline

The TSC has not been processing I-129F petitions for years. It has only been the two, CSC and VSC. Any current activity shown on the lists here on VJ are because people erroneously fill out the TSC in their timelines/profiles as being the service center that is processing their petition. People often mistake sending the petition to the Dallas Lockbox with the Texas Service Center. They are not the same place, and the petitions have not been being processed there lately.

So when sending the K-1 visa packet we send it to the Vermont Service Center? Sorry, if this sounds dumb, I just saw that on the USCIS site it said Dallas, It could be outdated information though.

You DO SEND IT TO DALLAS LOCKBOX.

From there, they send it out to either Vermont or California (based on where you live)

Always follow the directions from the current I-129F form instructions.
