Contacted my congresswoman and she had one of her representatives contact USCIS for me. This is the response from them:

I got an answer from US citizenship and Immigration Services today. Here is what they wrote:

-----------------------------------------------------------------------------------------------------------------

I have located and reviewed the case. On December 28, 2012, USCIS mailed ----- a notice to appear for an interview regarding her petition. The notice was mailed to the post office box address she provided. She failed to appear for the interview on January 29, 2013. USCIS subsequently received the interview notice returned as undeliverable. The USCIS officer also attempted to telephone ---- on the day of the scheduled interview, but the telephone number provided on the petition was disconnected. Since that time USCIS records do not reflect that she has provided any additional contact information.

At this point, USCIS cannot continue processing this petition. If ----- still wishes to pursue the matter, she should contact USCIS National Customer Service at (800) 375-5283 to update the address on the petition and request a rescheduled interview.

-----------------------------------------------------------------------------------------------------------------

I imagine that neither the notice nor the phone call reached you because you were overseas at the time and therefore the PO box was closed and you were no longer using that phone number. I am very sorry that this is going to cause a delay. But you will have to call the 800 number provided or go online to do a change of address. You can find out about that here:

https://egov.uscis.gov/crisgwi/go?action=coa

I think that is the only way to get this back on track.

I believe you will have to return to the US for the interview. There is no USCIS office in Egypt at this time.

Please let me know if you have any questions or if there is anything else I can do for you.

--------------------------------------------------------------------------------------------------

This is was the email he sent me. I have my mom in America checking my mail regularly and I have been calling USCIS regularly. Even now when I call them they say that my case is still undergoing initial processing and I will be notified of any changes. Now I have been waiting and waiting for any notification and they say this. Does anyone know what I should do other than just contact USCIS and request another interview? Also, does anyone know why they are wanting to interview me? Is this normal?

Hello,

I advise you follow the directives and get the case right back on track. Yes, we have also been notified of an I 130 interview & RFE too. We thought it strange too but they have their reasons/doubts, so our job is to go there and convince them beyond the shadow of a doubt.

We may have made errors in filing our paper work( makes me wanna hit my head on the wall and shout why didn't we opt for a lawyer in the first place or joining VJ before the filing) and we didn't provide enough initial evidence. Plus a couple of other stuff.

Bottom line, we are prepping our evidence and getting ready to go get em

So please get your groove on and go get em too

Good luck!!!

Are you a petitioner ? Sometimes they invites petitioners for interviews prior to approving the petition and in that case that status will say "Initial Review".

Yes, I am the petitioner. I have called USCIS almost daily for the past few months and they never notified me of the interview. It has been 8 months since the NOA1 on April 22nd. :/ I had no idea about this interview.

is quite possible the casefile is at the local office for normal adjudication, but in the throes of attempting a normal adjudication, a IO wants to interview you.

The only link you have between that IO at a local office and you is the congressional immigration liason staffer .

You should use a telephone, call that staffer, and have a long conversation.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

Thank you everyone for your help.

I called the USCIS and they were not helpful at all. Even after telling the guy this whole story he says, "well your case may still be within standard processing times". Uhhh...what does that have to do with what I just said?? lol. Then I was transferred to a "higher up" customer service representative, whatever that means. He was also very impatient and told me there is no way to contact my local office by phone and that I either have to make an infopass appointment or send a request by mail. He sent a request for change of interview date for me and said I should hear back within two weeks. So I'll wait and see. How frustrating! :(
