Uscis transfers approved i130 to NRC???

Timeline

After over a year of waiting for my i130 to be approved. Uscis transfers it to National Records Center instead of National Visa Center! And i supposedly have to fill out a i824 and pay $330 because of this? Why does this happen to some cases and some cases not. I am truly devastated by this. Does anyone know what I can/should do to resolve this error made by uscis and I have to pay for?

It's possible it was done in error.

Get an ISO at USCIS, and give them an earful (whilst being polite)

mentioning that the casefile was misrouted and it's on USCIS to request it transits to NVC.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

When you call in, a CSR answers the phone. Firmly and politely ask to be transferred to an ISO.

An Immigration Service Officer?

I just got off the phone with a tier 2 supervisor and she was extremely rude to me and told me I have to file an i824, and i preceded to ask her why my case was not just forwarded to National Visa Center like every case when it is approved. She was so rude to me, should i call back and talk to another tier 2 supervisor?

Tell her it was transferred in Error, and you need their office to engage to fix it.

I would ...you can also email them at NCSC-Customerconnect@USCIS.DHS.gov. I had a question only tier 2 supervisor can answer. I spoke to them on 11/30/12 and also emailed. I received three different responses, on the phone they were unclear and needed to do more investigation and I was told I will hear from them in 10 days by mail. The letter arrived 12/18/12 and was generic and didn't answer any of my questions. The respond via email came on 12/13/12 and it included my concerns and the answer to my questions.

I-129F

July of 2010: We met in Eritrean when I was on vacation.

August of 2010: Returned to U.S and we spoke on the phone everyday and still do (very costly).

December of 2010 to January 2011: went back to Eritrea to see him.

January 11, 2011- Engaged.

March 2, 2011: I-129F sent

March 13, 2012: Second interview. Placed on Administrative Processing.

October 16, 2012: Case sent back to USCIS

November 16, 2012 Case reaffirmed and sent back to the Department of State (according to the USCIS SITE)

November 28, 2012 Vermont Service Center received Petition back from Embassy.

March 2013- Returned K1 validity expired. Here we go again.... !

I-130

March 15, 2013 Married

April 29, 2013 Filed I-130

May 2, 2013: Received NOA1 via text/email

May 6, 2013: Received NOA1 hardcopy in mail

XX- XX, 2013: Received NOA2 via text/email!!!

XX- XX, 2013: Received NOA2 hardcopy in mail

XX- X, 2013: NVC received file

XX- X, 2013: NVC case number assigned
