Not sure what you mean as far as instruction packet but there are several different things that happen at NVC once your case is forwarded there. Instructions will be in each email telling you what fees, forms, docs to submit. Study this link and also the Vj NVC shortcuts.

07/09/2011: I864 Sent

07/11/2011: IV Fee Bill received

08/30/2011: IV Fee Paid

09/30/2011: IV Pkg Sent

10/24/2011: RFE (we dragged our feet from here on)

(forget all this for now, let's go on holiday!)

03/13/2012: NVC CASE COMPLETE!!

04/05/2012: Received interview appt email

06/22/2012: Medical @ Knightsbridge

What is an instruction packet from NVC and what does it contain?

In each and every single step during NVC phase, NVC will send you and or beneficery an official instruction, mostly in electornic version (email)what you and or beneficery are supposed to do.

but if you wait for the instruction packet, it might slow down your process, eg. it takes almost 10 days - 2 weeks to get instruction package for DS3032 after NVC assigns you your CASE Number. Practically, as soon as you get your CASE NUMBER, beneficery can send E-DS3032. So, follow the instruction from VJ, it works fine....

What is an instruction packet from NVC and what does it contain?

Thanks everyone for your replies. I guess I had it all the time and didn't know what it was. I assume everything is complete since my lawyer handled 99% of everything. My lawyer did tell me that all visa from Ethiopia were used up for July 2012 so we are thinking we will be in the August batch.
