Is Direct Consular Filing (DCF) suspended at the American Embassy in Cairo?

On the American Embassy in Cairo's website it says:

As of August 15, 2011 all petitions must be filed in the United States with the United States Citizenship and Immigration Services (USCIS). USCIS sends approved petitions to the State Department’s National Visa Center (NVC). The NVC will contact the petitioner when the case is ready to be processed (see the State Department’s Visa Bulletin for more information on how this is determined) and will request documents in preparation for the visa interview. The NVC will then schedule the visa interview, mail an appointment letter, and forward the file to the Consular Section.

What should couples do now when the American spouse is living in Egypt for six months and wants to file a petition?

Make sure the american uses an Egyptian address (same as foreign spouse)

Make sure they write on the cover letter---filing from Egypt an no DCF available and have lived here for.......6 months or 12 months together

They say it will make them pull the petition and get NOA2 within 1-4 weeks instead of standard wait time

As of Aug 15 2011 DCF disappeared in most countries in the world, except for those who have a local USCIS field office. Petitions must be sent to the lockbox in the US like everyone else's.

Thanks for answering my questions. So if they are married living in Egypt they should send their petition to the Chicago lockbox. They can only file for CR-1, or IR-1 if they're married over 2 years right? I understand there is no K3 option or DCF anymore correct?

Also do they mail their papers through DHL or is there another option?

CR1 is not only for those married over 2 years. That's the route we went and we were not married for 2+ years.

Cr1 is what you file if you have been married less than 2 years. IR1 is if you are filing after being married for two years. If you file a CR1, but have been married for 2 years or more by the time of visa issuance, you will get an IR1, and will not have to remove conditions. Cr1 is a conditional green card. That's the difference
