Traditional Paper Transfer Much Faster Now?

EB-3 Following-to-Join application, got notice from NVC saying the P3 had been transferred to GuangZhou Consulate on 10/26/2011, then I tracked a DHL package shipped from NVC on 10/27/2011, and it was delivered yesterday, 11/02/2011, today I call DOS and confirmed that GuangZhou Consulate did receive my case, but no interview date scheduled yet.

As the priority date is current for this Following-to-Join case, can I expect to receive packet 4 later this month? or next month?

If its a small package, some of these DHL shipments are clearing customs in just a handful of days. If your paperwork is bundled together on busy day with a lot of other cases, it can sit in customs for a month or more. Feel lucky!

it's not an issue of size, at all.

not for 'sitting in customs'.

it is an issue of 'scanned size' for SAFEFILE - I'm leaning (after watching this for 2 years)

towards

'if the casefile is standard, under a certain number of pages, rely on the SAFEFILE image stored , not wait on the DHL-shipped package to be released from the bonded Chinese Customs Warehouse 2 to 5 months later'.

Or They Doubled the size of the SafeFile Fairy Team at NVC.

Not sure what the "SAFEFILE" is, assuming that the Consulate Guangzhou has received my case file, as the priority date is current for this Following-to-Join case, normally, when can I expect to receive the packet 4? later this month? or next month?

I tracked 2 months of NVC shipments this summer. Anything under 3 or 4 lbs cleared customs in a day or two and was signed for by "company stamp" at the US consulate.

I called DoS again. It got a bit confusing, they said Guangzhou had stuff already for me since September, the dates started to coincide with the time nvc received my i864 and ds230. They didn't have tracking or when it was sent out, but said Guangzhou has my stuff already and awaiting interview set up

Here is what I got from Guangzhou:

Please be advised that we have not yet received your beneficiary’s physical file. It is likely that the file is still in transit from the National Visa Center (NVC). Due largely to delays at Chinese customs, the file can take four months or longer to reach the Consulate from NVC. Once we receive the physical file, we will start processing and scheduling it within two or three months as long as your case's priority date is still current. You do not need to contact us again.

I now got more baffling data now! This time I called NVC AVR and got a live rep, they said that the email I got with pdf stating the "nvc has completed your case and sent it out" for Oct 21, actually is a confirmation that it was sent out already.

They said to me that Case was completed on October 14th and was sent via DHL on October 20th... but I keep entering EXP 19 OCT 2011 A B or C and I cannot find any shipments to Guangzhou only other Consulates, I even

select CHINA and try 15-19 and 19-26th etc, I can only come up with the same one you found which was the 1 pound one on 26th which GUZ received and the Nov 1st 1 pounder that is actually still in customs.

I will try playing around more, if they say it was shipped on 20th, I will have to look harder into that week cause the 14th was a Friday and I bet a china one often goes out every tuesday and wednesday?

DHL Tracking will drive you nuts, as the package SITS in a bonded, CHINESE CUSTOMS warehouse anywhere from 1 to 5 months.

YOUR BEST OPTION is to call DoS Hotline, check for status.

Yes I will stick to just the DOS hotline for now, just keep calling for interview date and also ignore statement that the DoS is still giving me that Guangzhou has already received my case and funny that its October 14th which is exactly when NVC closed the case physically.

If the package is only 1 pound in weight, then it's definitely not my case file - the documents package I sent to NVC was near 2 pounds, my understanding is that NVC will forward all documents I provided to Guangzhou.

I guess that the 2-4 months in transit is still the most feasible timeline.
