Need help understanding "don't open" visa delivery instructions

Can any of the experienced members in the know help with the following please:

My fiancee apparently received visa package by 2go courier on Friday, October 21. Over the telephone, she has explained to me that there is sheet with very explicit written warnings that package is not to be opened at all and the writing indicates doing so can bar her from U.S. entry. However, the same written information seems to indicate that she can open package and remove her passport. This Catch-22 written information (don't open/may oopen) is stressing her out and she does not want to do anything incorrectly.

Can someone clearly explain to me (and my fiancee) (1) how the seeming Catch-22 is resolved and (2) specifically, how the package is to be handled/not handled in proper manner?

August 27, 2012 - Combo EAD & AP card received

April 25, 2012 - Permanent Resident card (conditional) received; Yahoo!!! (no interview)

REMOVAL OF CONDITONS
March 28, 2015 - I-751 filed; sent via USPS priority mail, signature upon delivery requested

as I recall, the brown envelope, and passport are contained in a plastic envelope. it's ok to open the plastic envelpoe to get her passport, but do not open the brown envelope. it contains her physical file which is turned over to immigration at her POE. also don't worry if the upper corner of the brown envelope has diagonal cut in the left hand corner. that's normal.

I agree with sunandmoon.

what i did was i used a cutter to make a slit on plastic big enough for me to get my passport out.JUST MY PASSPORT. i left everyhting the way it was. plus i dont want the precious envelope to get wet by accident lol

Sunandmoon, Tahoma, Ahn map--Thank you very much for your replies. This is what I suspected from a previous post or two I thought I remembered seeing here on VJ. I asked Inday if there was diagonal cut and she said no--totally sealed--plus even sharing with her your welcome explanations, the warning wording on package still makes her feel strongly hesitant to retrieve her passport. I even tried to explain this must be OK to do also because she will have to get CFO sticker affixed to passport and, of course, present passport at airport. I understand her hesitation, though; She, is a detail-oriented person and--mostly--after such a long process doesn't want to accidentally/hastilty do something incorrect.

Question: Because Inday currently won't remove her passport and is content to leave it sealed, she asks (and I am curious) what does the actual visa look like, where is it located, and what does one need to check/know to make sure that it is OK? Thank you again for all your help.

me too i was paranoid with this but when i read the enclose paper it says do not open the visa packet or envelope..and when i saw he passport inside the plastic envelope, i thought i have to cut the plastic to get the passport..and my envelope was diagonally cut at the left hand corner..its really scary isnt it?

I think the CFO sticker will be at the "seminar". I think you only get it in the airport when you "forget" it. LOL. Happened to me. I was so scared that I did not even bother reading the papers "outside" the packet, just got my passport. LOL

Have to pay for the fee though

PRISM does not issue CFO stickers.

If you complete the seminar at PRISM, you can get the CFO sticker at the CFO main office, at St. Marys, or at NAIA.

If you complete the seminar at St. Marys, you can get the CFO sticker at the satellite office at St. Marys, at the CFO main office, or at NAIA.

If you must get the CFO sticker at NAIA, you should call their office in advance to make sure someone will be there because they only have one employee covering more than one office at the airports.

I think the sticker costs P400.

I did not attend the PRISM because I did not read the papers outside. Then when I was in NAIA, they were looking for it and asked me to go to someone. So I went and the guy told me I should have gotten my sticker on the seminar or whatever you call it. But in the end, he had to put the sticker on my passport since if he didn't the US immigration officers will question them. I guess it's a different procedure now.
