Age of adopted children for citizenship

Help ASAP Please! I understand that I (US citizen) have to wait two years AFTER the adoption before I can file for Citizenship for the girl we adopted. She is a niece of my wife (dual US/Filipino citizen).

1)Is that right?

2)What is the age limit of the child for completion of the adoption?

3)What is the age limit of the child for submitting the N-600k application? (we plan on living in the Philiphines AFTER then get their citizenship.

Read this. It's much more complicated when a US citizen adopts a niece. Legal adoption may not confer any rights to US citizenship or immigration benefits. Too often, people adopt family members they cannot petition for to confer an immigration benefit. This is strictly scrutinized.
