Sibling of US citizen visa process taking less than a year?

Us citizen friend has asked me if its true that sibling cases are now being processed as fast as CR-1/IR-1 cases. Her brother who lives overseas has been pressing her to petition because "there is a new law" .. Is this true? I have been on the USCIS.go website and found nothing besides very long processing times. Have any of you guys heard about this so called new law?

nope no new law. takes more than 10 years.

sometimes the i130 can be processed fast and approved fast, but then comes the long wait until there is a visa available.

06/15/2012- Back to SS office with green card to reapply and inquire about delay
06/18/2012 - Picked up SSN at SSA office
06/22/2012 - SS card arrived by mail

04/24/14 - Sent I-751 to remove conditions

06/09/14 - Biometrics

11/2014 - RFE from USCIS requesting more evidence before approval

Late Jan - Sent further evidence of marriage

03/05/2015 - Got letter of approval for removal of conditions

03/15/2015 - Permanent 10 yr green card received via mail

I-130, petition for an alien relative, takes 5 months, give or take, which is the same time as for an immediate relative.

However, whereas there is no waiting time for an immediate relative, a sibling is in the F4 preference category, which is the slowest one, and the waiting time is currently 12 to over 23 years. Keep an eye out on "visa bulletin month" (now September):

I have asked the sibling and he says a 'lawyer' gave him this information. My guess is that the 'lawyer' wants to get paid to start this process for them even under the false pretense that it will be fast. I wouldn't be surprised, there's always someone trying to take advantage when people don't know the process. Thanks guys

I was talking about petition approval - I know it will take 10-11 years for visa number in total.

Works out great for me as the sister I petitioned for is currently 14 yrs old.
