I just got off the phone with my fiancee. The system is all messed up. Your life is at the mercy of the interviewer. I knew my fiancee for more than 2 years. I visited 4 times, even go to Indonesia and Singapore. Each of my visit was 2 weeks (that is all the vacation I have). On the 3rd visit we got engaged. All relatives attended. Full of emails, chats, pictures, phone bills, engagement ring receipt, we took Catholic marriage classes and got certificates, not to mention we talk to each other on Magicjack which is not even documented. I searched all possible questions that the consulate can ask. She knew more about me than I know myself. What else can you do? It's all the fraud cases that caused such a pain to the people who are actually in love for real.

She was able to answer all the questions.

What do I do for a living.

Where do I live.

How many time I visited.

and many more which my fiancee answered all.

They kept on asking about my fiancee past denied F1 visa (student visa) 2 to 3 years ago. The reason for F1 denial back then was "not qualified". We do not know what "not qualified" mean because they did not give specific reason. They asked if back then my fiancee told them that she has relatives in the US. She told them during this interview that yes she told the consulate that she has relatives in the US. She has 2 aunts living in two different States and one uncle who died but his wife still alive.

They gave her a blue asking for timeline of my relationship and birth certificate of my parents, her parents, ect.

My fiancee is going to scan it and send it to me so I can gather the requested document and it will be due on June 16.

I have a few questions. Can I turn it in early? Do you turn it in at the window or do you actually go inside and meet with the consulate and give to them directly? If give to them at the window, then do they have to schedule another appointment with us after they review the documents requested from the blue paper? What is the chance of approval after turning in the requested info from the Blue? Any more advise on what to do next is awesome!

Received VISA April 28, 2012

Sometimes,meeting a bad CO could make the whole process terrible.i am sure ur fiancee was successful with her interview,but still the CO doubts her earlier intention

All u need do is call the embassy and speak to them and ask what and how long it will,show anger and fustration that it toiling on u.let them know they are holdin back ur love and u desire an approval in earnest.

I have seen this work after blue paper.be optimistic and u will b answered sooner than later

i don't think it was a bad CO...there's a major red flag about a previous denial for a student visa with her having relatives in the USA. even with the mountain of evidence and documents, a request for timeline and parents' birth certs don't seem that unreasonable. having spent enough time here, a notarized timeline is an important document to have for the interview.

Are you Viet Kieu? They don't usually ask for parent's birth certificates unless they think you're already related.

Call the embassy? Really? Please know what the heck you are talking about before posting nonsense like this in a regional forum... The Embassy has no part in immigration visas... aside from the fact that they stopped accepting phone calls years ago...

You can submit the docs early dont submit them late.. it all boils down to what the CO thinks about the case and the notes they made at the interview... once they get the docs that she will take to the consulate.. and yes she will go inside with them... , then they will either tell her here is your pink, here is your white(denial) or here is another blue slip (AP)... best practices is to be very thorough and well organized in the documents that are required..

OP, get married in VN then. The C/O wants some proof of "real" and permanent commitment between you two.

In VNese your case is "Tinh ngay, ly gian". All evidences suggest she is just trying to find "another" way to come to the States, after failing the first time (student Visa).

You're right about the part the fraud/fake marriages ruin the real cases. But hey, when you're involved a relationship with someone in Vietnam, expect this type of hassle OK?

PS> I find it extremely amusing when people (at least some) have to jump through hoops to get here, the great USA......til a few years later when they've got their citizenship and decide to go back to live in Vietnam. Maybe they could come here too easily in the first place. That's why they don't appreciate what they have and others don't.

I think you are correct about the red flag on her previous student visa denial. She has a lot of relative in the United States. They requested contacts for all of her relatives in the US (name, DOB, work, home, cell #, with evidence of residence). But still, what does this information prove and why do they want it?

I am a Viet Kieu. I can understand why they want us to provide birth certificates for her parents and my parents.

For notarized statement on my behalf, I will get all information as requested. I can go to the bank and have them notarized? Or is there a special place I need to get notarized? The instruction said " in a signed, sworn, notarized statement.."

For my fiance portion, does anyone know where she can get notarize in Vietnam? Lawyers?

As long as you have an account there.. the banks usually do it free... only place in HCMC is the consulate..... what does she need to get notarized?

on my trip to vung tau a couple days ago i met another viet who had a half brother in the USA. he tried to "arrange" for one of his friends to marry her to come over. after some complications they abandoned that plan. then she tried to apply for a tourist visa (thinking it'd be easier to execute a marriage while she's over there). the CO sniffed that out also and denied her request, telling/writing on her file if nothing changes don't bother to apply again.

so i can understand why a CO in your case would blue-slip the process until they get more info.

Hate to hear about the Blue. Understand they ask about the past denial but why did they keep going back to it? It is not that unusual to get a student visa denied. Asking for the list of relatives among other things has been for a long time now a way for them to buy for more time. They CO will now huddle with a superior and decide if a pink is OK or not. The best thing is to ASAP to get the requested documents and get them in and hope for a pink. From what you have posted it seems a pink is forthcoming. Here it is:

Beneficiary: In a signed, sworn, notarized statement, please list your current resedential address and telephone numbers (home, work and cell). Include all residences for the past ten years, beginning and end date o the time periods at each residence, and the full name an d date of birth of each person residing with you at each address, along with a description of your relationship with the person (“cousin, spouse” ect…).

Beneficiary: In a signed, sworn, notarized statement, please list all of your relatives in the United State. Please include their full American and Vietnamse names, dates of birth, their relationship to you, and their current addresses and telephone numbers (home, work and cell) with evidence of residence at that address (such as utility bills and/ or driver’s lisence copies.)

My question is when we get all relative utility bills ect, do each one of the relatives has to sign and notarized? or my fiancee can get all these information and she will signed sworn and notarize. It would make more sense just have my fiancee notarize. Having each relative is going to cause some major issue. She has like 4 aunt and uncles randomly live in the US. We are struggling to get their bills already. Also, i do not have much time since we got the blue recently and everything must be due at the consulate on June 16.

How does she get notarize in Vietnam? Can she do it at the consulate? Because we want to turn everything on June 16 to an officer, and we do not want to give it to the consulate yet after it get notarize. Please advise

My theory about "the evidence of residency of the relatives" is that they want to test how "close" she is with those relatives. Frankly, if I'm not that close to someone, even if that person is one of my parents or my wife or whoever, I ain't sharing my personal residential info. They want to "guess" which relative is close to her enough to check on that individual whether he/she has filed any immigration petition for anyone in the family. Being too close to lots of relatives in the States can be hazardous to your immigration Visa.

If she can't get her hands on those info, write a notarized statement indicating so. She can let the C/O where they live, if she knows, but she can't force them to provide such private info.

She can get it notarized at the consulate but its not cheap.. 50 usd...

what they are asking for is not uncommon...

the list of relatives can be a pain... easiest way is to have the relative scan the DL and write on the document the relationship... that can be emailed to her or you and printed off easily..
