I am posting it here because I doubt anyone on P&R even knows where Turkmenistan is.

The signing of an agreement to build the Turkmenistan Afghanistan Pakistan India (TAPI) pipeline by the leaders of the four countries in Ashgabat in December 2010 generated a certain momentum, yet there are still a number of crucial pricing and security issues to be resolved ... At stake is not only the transit price that each country will charge as the pipeline passes through, but an additional transportation fee for the project itself to be collected by the consortium as reimbursement for its investment. At the end of the line, India stands to pay the most for the nearly 14 billion cubic meters of gas it will receive, and wants to change the price structure.

I am posting it here because I doubt anyone on P&R even knows where Turkmenistan is.

There's a lot about this proposed pipeline in the RUB forum...a few pages anyways. Four words.. Nabucco, Iraq, Caspian Sea, and Afghanistan. Those four words are all related...even more to it when you throw in Ukraine (Orange Revolution), Georgia (Rose Revolution), invasion of Georgia, cutting off the gas to Ukraine, South Stream project, Nord Stream Project, and of course two of the main players in it all... Tsar Putin and former German Prime Minister (and trader to the West) Gerhard Shroeder.

Players in the back ground for this game ? Putin, Shroeder, and a few other Oligarchs on one side,...- US, some of Western Europe (NATO), Georgia, Turkmenistan, George Soros, Boris Berkovsky, Baltic country's, India, western oil company's, etc.. on the other side.

Would you have felt better if I had led with the article about how Moscow is backing the project?

Moscow is backing this project ? Not good if that's the case. Anytime the Kremlin is involved you can bet someone's going to get screwed big time. Not that I can say much about the Western oil company's in that regard...or Bush, Cheney, and Haliburton Co.

Medvedev during the meetings pledged to support Afghan energy projects, including the Turkmenistan-Afghanistan-Pakistan-India pipeline, Russia's state-run news agency RIA Novosti reports.

Kabul said it would commit about 7,000 troops to guard the pipeline when construction starts in 2012.

Russian energy company Gazprom as recently as October said it was examining a role alongside India in the multilateral TAPI gas pipeline.

$$$ is all I can think of...

Russia has been selling arms to India like hot cakes ever since China stepped up it's military R&D projects (with Russian help no less), and now you have this along with BP and Gazprom getting ready to drill in the Arctic.

It just keeps getting crazier and crazier. Putin has pretty much played his cards right so far, and the west always seems to be a step behind.

Russia has been India's primary provider of military hardware since the days of the Non Aligned Movement.

Lately though Russia and India have been making arms deals like there is no tomorrow including two air craft carriers...which both are behind schedule and the cost over runs are off the hook. Russia is the about the last country I would hire to build a decent war ship.

I have a lot of extended family members in the Indian armed forces. There is nearly unanimous hatred for the deals Indian civilian leaders make for Russian hardware. The corruption runs deep in that relationship.

I don't understand the question, but I will elaborate on the complaints.

Basically, the feeling is that the Indian civilian leadership spends money on defective Russian hardware that results in the unnecessary deaths of members of the Indian armed forces. There are allegations that the reason India spends money on Russian hardware is because of deep seated corruption between the elites of the two countries.

Basically, the feeling is that the Indian civilian leadership spends money on defective Russian hardware that results in the unnecessary deaths of members of the Indian armed forces. There are allegations that the reason India spends money on Russian hardware is because of deep seated corruption between the elites of the two countries.

OK, I was wondering more along the lines of was the relationship inequitable, thus the complaining. Thanks for clearing that up.
