Your father-in-law cannot petition for your visa. Your wife, a green card holder, can. She does not need to be a citizen (I assume that is what you mean by having the blue passport)

Wife can file for an IR-1 visa for you under the F2A visa priority class. F2A looks to be taking around 2 years to get a visa number, however if and when your wife files and becomes a US Citizen she can contact USCIS or NVC and provide evidence of citizenship and get an immediate visa number assigned.

Wife files an I-130 petition for spouse as a green-card holder. THERE IS NO K-3 option for green-card holders, only US citizens can file a form I-129F used for K-Visas. Also NOTE K-3 tends to get closed when USCIS approves both petitions at same time which they have been doing now for well over a year now.

An IN-LAW cannot file a petition either.

Moving this to Bringing Family of Green-card holder forum, K-3 is NOT an option.

Your father in-law is not a qualifying relative. He can't petition for you to get a visa. Your wife can, however. She can send an I-130 petition for an FB2A visa. You'll have to wait about two years for your priority date to become current before you can apply for a visa, unless you're from Mexico, in which case the wait would be more like five years.

Your Father in law can't apply for you. You wife is an LPR and can file an I 130 for a CR1 visa but NOT an I129f. For a resident to apply for a spouse takes years. Right now they are working on petitions that were filed in 2008

This will not be over quickly. You will not enjoy this.

K3 is not an option for a spouse of a green card holder. Your wife will need to prove US Citizenship when she files the I-129F for the K3.

Has your wife lived here on her green card for at least 5 years? If so, maybe you want her to apply for citizenship on that basis and then apply for a K-3 for you.

Is there some other way you can get a residence visa? Like a work visa or student visa? I don't know much about non k-1/K-3, so I can't help you on those, but it is an idea.

K-3 is dead. And the US petitioner would never apply for a visa. The beneficiary applies for visas
