Possible Huge Development in Translations at NVC

Just got off the phone with NVC operator.

I had originally called regarding some specifics on translation requirements.

I was told specifically that if the interview (visa issuance) takes place in the Beneficiaries place of birth (aka country of native language) that no translations of any documents are necessary!!!!!!!!

Of course I pressed hard on this. The woman confirmed with a supervisor. I asked for some document to support this. She said nothing like an email existed. She asked the supervisor then said I could look at the instructions for the DS230. I haven't found these yet, however, at this link...

'Translation Requirements

All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations.'

I have read this many times but did not really drill down to the possibly significant meaning.

This clearly states what the woman told me. Now, maybe some others with better connections than I, can help confirm this. I am still going after translations until I confirm this specifically with GZO.

Hi,

It has been that way for years, however this is, again, one of those consulate specific things.

For instance, the Canadian Consulate in Montreal requires that birth certificates in French be translated to English, even though French is one of Canada's official languages.

consulates will say they want translations on the websites, but they may not even require it.

don't freak out about it too much. as long as you get approved it doesn't matter!

My wife and I just got done with our interview on 15 June, have translations done. Be sure the wife get's the documents translated at a offical translation site. My wife went to an office in guangzhou to get all of her documents translated and notarized. Do not risk it. Prepare all documents correctly the first time, otherwise it WILL cause delays and issues. When you email the DS-230 ( I hope you are going to OPTIN - If doing a I-130) for Electronic processing. Email all documents, birth certificates, marriage certificates, divorce decrees, etc. Don't forget the P3 Supplement form. You can download NOW all forms from the US Consulate website for Guangzhou.

Ya, is generic statements on the state.gov website, but

Specifically for GUZ IV unit - must have translations on birth certificate, marriage certificate, police clearance certificate, all original docs generated to submit with the DS-230 to NVC. GUZ will ding her, give her a blue slip, for documents that are not translated.

Now - GUZ understands 'white books' very well - a Notarial Translation document generated by a Notarial Translation Office in China. Can get all 3 done for a little less than 1000 RMB, including fast service. Since yer doing NVC EP, is easier thing for yer lass to get it done next week, email all scans to you (go to copy shop, get it done, for about 220 RMB or less ) then YOU submit these (convert to PDF first) with the DS-230, all via email into NVC. You don't have to have 'white books' to submit to NVC, but you MUST have translated documents, with original chinese documents (plus regular photocopy, blah blah blah)

but do pay attention to the stuff 'in chinese characters' and get that to yer lass, soonish - will cleave asunder any confusion or misunderstanding that she might have.

FWIW, if you submitted original documents with the I-130 petition, on initial submittal, you'll have to get some new docs made, for NVC. I hope this wasn't the case, for you.

Now, you reviewed state.gov stuff, but you need , for this last step, IMO, to review GUZ IV stuff, as well.

Start at http://guangzhou.usembassy-china.org.cn/forms_and_packets.htm and then go to the IV Instruction Packet (“Packet 3”) section. Download the OF-169 instruction set (at http://photos.state.gov/libraries/guangzhou/47024/K%20p3/K%20Instruction%20-Apr_%2010.pdf ) . This is supposed to be the area for DCF'd I-130's, but the clerks messed up, and this OF-169 is for K-1/K-3 visas.. (This was new document from April, 2010, I guess the mess up occurred recently - is wrong document, but right instructions for translations) However - it clearly states -

Translations - All documents not in English must be accompanied by certified English translations. A competent translator must certify the translation and swear to the accuracy of the document before a notary public.

Final Thought - you are evil, mean and wicked - from your attempt to confuse NVC Tele-Operators. Look - these are contractors from SERCO, INC., rotate in/out often, and have bare minimum training. Yer never, ever, gonna get ahold of a highly-trained GUZ SPECIALIST at NVC, via TELEPHONE, ever. Sure, you can attempt to 'talk to people' about this, at NVC, but the sad reality is - the people you talk to, are NOT the people handling the document collection and review. The people handling the REVIEW HAVE BEEN TRAINED, they KNOW WHAT TO LOOK FOR, and they will DING YOU for NOT having translated documents via 'checklist email letter response' . AND - you can never get the document reviewers on the phone, ever.

Whew ! OK - I've given you my thoughts. Please stop mucking about with NVC Tele-Operators re:translated documents. It's a sin, really, to confuse such lowly people with lower IQs, you need to stop doing that, soonish.
