we just sent ds3032 by email... how long before NVC accept it? are they going to send me a confirmation via emal that they have accept it?? or if the IV fee bill available to be paid online its mean my ds3032 has been accept? how long it will take??

I checked again online, the IV fee bill already generated in the system it costs $400. How am I going to pay it?

You 'pay it' in the same fashion that the AOS fee bill was paid. You might want to ask yer USC spouse what was done for the AOS fee bill, and then mirror that process for payment, on the IV fee bill.

Suggest you read all 7 pages - DS-230 - http://travel.state.gov/visa/immigrants/info/info_3190.html

In one of them, is a document list.

Birth Certificate

Marriage Certificate, etc. were submittted to USCIS...And I need to send my husband a police certificate to the US?

The link you suggest is the page of the forum we have.... The documents that was posted to the Visa applicant processing were submitted together with I-130... Do I need to submit it again?

OK since I am going to submit it again the problem I have right now is my passport.... Because in getting our Philippine passport here is by appointment... The appointment I got is on June 29...

what is the problem of your passport ? (Sorry, I'm not up to speed on that one)

If you don't have a passport AT ALL, you can't send in a photocopy of the passport BIO page.

As long as it is indicated PAID online and he printed out the cover sheet he can go ahead and fill out the I-864 and return it with copies of his tax returns from past 3 years, w-2s from past three years and employment letter unless he needs a joint sponsor. Once that is submitted, he can go ahead and pay for the DS-230 which I believe is $400.00 and once it says paid, you print out cover sheet and fill out form and send to the National Visa Center with supporting documents. Who is you agent?

Your husband can call the AVR system NVC 603-334-0700 or wait to speak with a live person and ask them if it was received.

I guess my case can't be complete because my passport is still on process for 2 weeks before they'll deliver it to me... Is it okay if my husband will just send the copy of my birth certificate, marriage certificate, the DS-230, my photos and the police certificate and to follow the photocopy of my BIO passport?

NO - I suggest he wait until he has ALL IN HAND for DS-230 submittal.

If something is missing in the submittal, case processing is suspended until 'all is in hand' at NVC.

To wait 5 weeks for you to collect documents is actually SUPERIOR to waiting 3 months to resolve a 'missing documents' sequence at NVC.

If you don't have all the documents, don't submit the DS-230 until your husband has all documents in his hand.
