I have some simple issues with my K-1 visa proceedings, and also I was seeking out more detailed information with regards what to do next.
I am a petitioner, my fiance is beneficiary, I live in LA California, she lives in Guangzhou, China.
Basically, it has become apparent our case got stuck somewhere after NOA2 when it got sent to the consulate. In addition my fiance changed her adress around the time when the case was forwarded from USCIS to the consulate.
My issues were / still are as follows:
1. Case is not being processed in expected time.
2. Change of address
3. looking for specific info about how to fullfill the K1 P3 requirements, specifically in our case, notarial birth certificate.
I made about 10 phone calls to the GZ consulate, which were useless, person on the phone was completely useless and just referred me to the website e-mail and/or fax. Sent 3-4 e-mails as told to, received a completely nonsensical reply each time, nothing that would even remotely address issues at hand.
Sent 5 faxes, checked and received fax confirmation from my fax machine, never received any reply from GZ whatsoever.
I arrived in Guangzhou China on Nov 12, 2009, made appointment to consulate. After arriving on my appointment on tuesday, I found out the following:
1. The person who handles the appointments, has absolutely no clue whatsoever, about how immigration works, how their own (consulates) procedures work, timelines, requirements or any relevant info whatsoever. This was a total waste of time, furthermore it is a waste of US taxpayer dollars, which makes it particularly unpleasant to think I have to actually pay for these guys salaries.
2. Arrived on Monday to speak with immigration officer. This person was a bit more knowlagable. Turned out my case was misfiled, also I managed to finally update my fiances address. The immigration officer, still has no clue whatsoever or any usefull info regarding a "Notarial Birth Certificate" which is a requirement of which she informed me. She was clueless about how to explain it ti me and failed to provide any concrete info whtsoever. She said, and I quote her here "just get it, its that thing most of them get and they know how..."
3. My case was originally filed with all paper, including photos, letters, many other accompanying documents, even a couple video clips for proof of relationship. Apparently, USCIS or Consulate somewhere along the line decided to convert it to electronic format. When they did so, they only converted the G325A and I-129F documents, and all else did not get sent. Including my cover letters, instructions with my fiances Chinese address to include on the P3 they will send to her.
She kept saying that I converted it, however I have not, needless to say when I asked her to show me any doicument that I signed either on paper or anything on any website that I might have clicked to agree to such a tihng, she failed to produce.
Overall, the GZ consulate is horrible. The staff there is completely apathetic, either uninformed or untrained or intentionally doesnt provide good help for whtever reasons. It seems they turn simple issues into beurocratic nightmarish quagmires on scale such as I could not even think possible until I actually experienced it.
Their inability to understand, process and help with even their own procedures, is astounding.
