@LLL_ we did. We mailed in the application a few days after we filed I-130 online and we got the NOA1 for K-3 in December. A day after I-130's approval, we got a notification saying that our K-3 was denied.
While there's no hard evidence that K-3 "expedites" the process, we personally feel that whoever's looking at the K-3 application "nudges" the I-130 people to look at the application sooner. We've only read a handful of online anecdotes, but we'd say about 3-4 out of 5 people seem to get their applications expedited with K-3 filing.
If you've done CR-1 / IR-1, it doesn't cost anything extra so may not be a bad idea to send that in as well. It does have to be physically mailed in though.
