I work abroad in Germany for the US Government. I was able to file directly at the US Frankfurt Consulate. It takes 5 - 10 days on average. Filing direct overseas is much faster. For example my friend went to Manila, rented an apartment for one month, filed direct at the US Embassy, and was approved in 7 days. It can be costly if you are not stationed overseas with the US Military.

The entire process when filing at an overseas consulate from NOA1 to citizenship (not green card, citizenship) is 8 months to 13 months.
