Haiti does not prioritize sending out packet 3, I did not receive packet 3 but you do not need it for the interview. I'm in a whattsapp group of other k1s from Haiti and we help each other out.

Unless the embassy call or email you to send the documents via DHL you'll have to bring them all with you to the interview.
