Comments : While the pandemic caused significant disruption in the visa processing, i think it's necessary to bring more documents than they request. things like Birth Attestation certificate, All your personal identification documents ( all passports, ID cards, driver's licenses, educational or professional certifications. If you feel they might ask for it at some point, bring it to the interview. Even if it doesn't seem important, bring it anyway.

Consulate Review: Nigeria
Review Topic: IR-1/CR-1 Visa
Event Description
Review Date : March 10, 2020
Embassy Review : The interview went rather well. I was able to answer all questions and provide the requested information.
However, i did had not realized that my birth certificate needed to be backed up by a supplementary document (a birth attestation issued by the National population commission) for the interview (it had not been flagged at any step of the process and i had not come across the information anywhere before the date of the interview).
The interviewer told me there was no problem. He gave me the alien registration form (in his words, so it would be quicker for me to pay the immigration fee when they issue my visa) and the info sheet for persons at risk for abuse. He also gave me a document request form to be submitted along with my passport and the birth attestation.
He told me that i would need my birth attestation document and where to get it. that i was to submit it with my passport (he emphasized this part as he returned my passport to me) and that my visa would be issued within two weeks of receiving the document.

I followed hi directions and was able to obtain the document 48hrs later.
Unfortunately, when an attempt was made to submit the document and my passport, as directed, i was told, at the drop-off point, that the interviewer had not ticked "passport" on the document request form, so they could not accept my passport.
When i got home and logged on to ceac, i discovered i had been placed in administrative processing.
It has now been three months.

Did you reach out to the Consulate of what you encountered at DHL (passport not checked), or you just went by the Admin Review saw on your case? Not checking the passport box on the form you were given by CO might be an omission on the officer part, and I would think you would have reached out to someone at the Consulate to confirm this. Your birthday certificate from NPC may be the only piece missing here for your visa to be printed since you were approved. If you haven't contacted the Consulate, please do so ASAP. Your story stood out to me and couldn't help myself but to pour out my opinion and hope that it helps. Good luck!

I just want to add, if the CO told you the only thing needed is your Birth certificate from NPC, then that's all you need to complete your case.

I already sent multiple emails explaining the situation to them. None had been answered so far (apart from the automated response). The number listed on their website never seems to work. But I will try calling again tomorrow.

And I have already submitted the document they asked for.

I hear you on the communication piece, especially via email. They don't seem to respond to email, as you said. I guess at this point it's a waiting game. I wouldn't give up hope though. The good thing is that it is still in admin review. I would advise that you continue to press for updates on your case. I pray you hear back from them soon.

Finally got approved. Was contacted by the embassy towards the end of 2020 to provide additional personal identification documents (which i did, around November). Reached out to them via the office of my wife's congressperson sometime in January 2021 and was told that we were on the queue to be processed for a decision to be made. They returned my documents on February 1st and asked me to submit my passport for my visa to be issued. P.S: If your passport expires during the course of your appllication, be sure to update your information on CEAC (new passport number) so it does not delay the processing of your visa when the time comes. Good luck to everyone still waiting. It'll come through. Be safe.

*Notice about estimates: The estimates are based off averages of other members recent experiences
(documented in their timelines) for the same benefit/petition/application at the same filing location.
Individual results may vary as every case is not always 'average'. Past performance does not necessarily
predict future results. The 'as early as date' may change over time based on current reported processing
times from members. There have historically been cases where a benefit/petition/application processing
briefly slows down or stops and this can not be predicted. Use these dates as reference only and do not
rely on them for planning. As always you should check the USCIS processing times to see if your application
is past due.
