Have you called? I called and was able to obtain the case number. But you can schedule your interview date before that as long as you complete the ds160 and pay the fees. Theres a post that has a lot of good info under the DR portal. After NOA2 is the title.

The beneficiary actually does, but I completed it for my fiancé while we were on the phone. Also I had my 129F pulled up on my computer since a lot of that information you already put on there.
