Hello, our case was filed via DCF through the US embassy in Seoul. Unfortunately, as of September 2019, the USCIS office at the Seoul embassy has shut down and are no longer accepting new cases.

Yes, unfortunately they closed office in Seoul last September.
But according to USCIS site, not everyone is qualified for DCF, right?
We sent our application to the lockbox in Chicago and was received by Sep 13.
If we have it done earlier in August, we could have been able to send it with USCIS office in Seoul. Do you think it has any difference?

Both the petitioner and the beneficiary need to be living overseas to qualify for DCF. Because all of the USCIS offices have / are scheduled to close, DCF is no longer an option for people wishing to apply.
Theoretically, if you would have been able to start your application before the Seoul office closed, the whole process would have probably taken a few months vs over a year+ via the normal process.
