NVC is taking about 5 weeks from your USCIS approval date to give a case number. I would suggest it's better your Fiance visits you after he has a valid approved k1 visa.
Once NVC gives you a case number he can book a visa appointment at his home country(US embassy) and get his visa stamped.

Yeah I mean to say that from Dubai to India not in US . Should he just stay there until he gets the NVC case number or go to India now,Like you know other already book the appointment as soon as they get their NVC case number ?

You can call NVC in order to get your case number. They do send out letters but it takes longer(more than 6 weeks). You can start calling the NVC after 3 weeks from your approval date and keep on calling until and unless you get your case number.
