Yes. However, from my understanding, the Consulate does not notify either party that is has been received at your/their location. We waited about 30 days after NAO2 to schedule further appointments. Hope I've answered your question.

after you book appointment at psk , and visit the pSk either you get the pcc right away or you have to wait till the psk transfer the file to your local police station. it might take 3 weeks. after you visit the police officer for verification. pcc will be ready in 2-3 days and you have to again visit psk to collect it.

Probably too late reply. You should carry your passport, voters card, birth certificate. Adhar card just in case. Depending your local you should have your pcc before you leave the office.

Yes. We got an email from ustraveldocs.com informing until further notice immigrant and nonimmigrant visa process suspended. No expected revision date. Additionally, India suspended my visa to arrive to India for joining the interview. We missed the window of closure dates between the USA and India by a couple days.

On CEAC our status is READY which prompted us to make our appointment. Additionally, we have built our interview packet and completed all requirements. If yours is still at the NVC contact them by phone if in US and verify they have held back or sent to embassy. The embassy responds to the emails, but are pretty generic responses. So be sure to be direct with your questions.
If you are READY you will just have to keep trying to book the appointment. You may have to have your VAC in a city other than your first choice. Such as you live in Delhi but closest VAC appointment is Kolkata and then the interview will pop-up on next page for Mumbai. Minimum number of days between the two appointments is 1 full business day. I suggest giving yourself at least 3 days minimum between.

Ours at Mumbai consulate since JAN 2020, we completed everything at feb end and was about to schedule at march 2020, then embassy closed, wondering several people getting dates ahead us. Some people suggest to take appointment without receiving packet 4 ,but its not the way i guess , i heard they send whoever took that way.Will wait until

Do not worry about packet four. Just download it so you have it. If you are ready, it is a chance of luck. Try at time 5am IST. Also, just realize, if you want your appointment, take the first available and then schedule life around that.
