yes it take longer than I thought but I really dont know why. They dont give any details and they just answer to your email by usual emails...
Just dont plan anything for at least 8 weeks after your interview date. It could be fast for you I mean less than a week to receive your passport back until 2 months... and they wont tell you why...

if you case number is created (Ex: "MTL123456789")) when you track your case in USCIS tracking website, then you could send packet 3. but they will tell you to wait until they send you a request to send packet 3 anyway. so you could wait or send it. I sent it before they sent me the email and they sent me an email to tell me to wait until I receive their email first. there is no rule, concerning time with Montreal Embassy, you will have to be patient because as I learned they is nothing you can do to get it quicker.
