Neither actually. I need to ask the embassy why I never received a P3. I just followed what others said on this website and scheduled an interview when the CEAC said my application was ready.

hmm.. what about the "DS-2001: Notification of Applicant Readiness", Did you send that form? So, when you received the case number "PR2019..." then you complete the form (DS-160) Online Immigrant Visa Application ? thank you so much for answering! I appreciate your time :)

I think the DS-2001 is old information. It just so happens that I (petitioner) received an email from the embassy today notifying me that they received the I-129f petition. You can fill out the DS-160 as soon as you receive the application number but I waited until I received the case number (PRS20...). After you complete that, you pay the interview fee $265 and schedule your interview appointment.
