Neither actually. I need to ask the embassy why I never received a P3. I just followed what others said on this website and scheduled an interview when the CEAC said my application was ready.

So, when you received the case number "PR2019..." then you complete the form (DS-160) Online Immigrant Visa Application ?

I think the DS-2001 is old information. It just so happens that I (petitioner) received an email from the embassy today notifying me that they received the I-129f petition. You can fill out the DS-160 as soon as you receive the application number but I waited until I received the case number (PRS20...). After you complete that, you pay the interview fee $265 and schedule your interview appointment.
