You will receive instructions from Mumbai consulate after NVC approves and sends the petition to Mumbai. Waiting for the NOA2 is the longest part of the process. During the waiting time, it's helpful to start getting prepared for next steps in the process: interview preparations, I-134, making sure you have all the documentation you need on the India side, etc. Makes the process much easier later on. It's not labeled explicitly as packet three, but it's a physical mail you will receive from the embassy. A friend of ours who is also going through K-1 Visa just slightly ahead of us mentioned there was some trouble getting the packet delivered. So give your postal office a heads up that you are expecting a packet from the mumbai consulate. That's what we did and it was delivered quickly.
