Question- Were you able to book your interview before the consulate received your petition- or before packets 3/4 were emailed to the beneficiary? Or did you have to wait until after?

It is possible to schedule the interview before you get the instructions as you can find them here. However, the embassy tells you not to do it before they give you the green light.
Using the DHL tracking hack we saw our application was delivered to the embassy, we also checked that the CEAC status changed to ready and then we sent an email to the embassy asking for the instructions. We got an immediate automated response with no instructions but 3 days later the embassy sent them!
