We got the Nebraska Service Center which took 1 year to approve I-130 petition while Texas was taking 6-8 months and Potomac was taking 3-4 months for the same. Also Mumbai is heavily backlogged. They were prioritizing the visitor and student visa back in June to August. Now, they have shifted the focus on immigrant visa and the time has reduced from 4 months to 3 months from Case Complete (DQ) to interview letter. What I have seen that NVC and interview stage takes same amount of time on avg. So, the timeline depends on the USCIS service center, lucky ones get Potomac and others Texas/Nebraska.
