My case was not expedited. I received an email from NVC on Jan 31st with the case number and invoice number. I’m assuming that is the welcome letter? I logged in to ceac site and it showed pay aos and applicant fee.

Nope. I have not received the interview letter as well. The embassy in India is still closed and no one knows when it will open :(
