What's the petitioners age if it's 70 or older I can see them doing something like this but I'm very familiar with the Embassy in Manila and have dealt with the Consulars there on 4 different occasions if I could guess I'd say they didn't think the beneficiary convinced them the marriage was real and maybe even something in her response to the interview led to this.

They didn't ask for any proff of living together for two years or bank accounts she said they just kept asking her if she was sure she wanted to go to usa and she said they denied 16 out of 45.
