Hi Tim,
No, not yet. USCIS and VJ seem to match on estimates. We hope to get our NOA 2 sometime between July and September.
It’s been a bit of a wait, but we expected it. And we’re fortunate enough that I have been able to go see her every 6 or 7 months.
Hopefully, our NOA 2 will come thru and the process will really start rolling then. But we’ll see. We’re prepared for a very long wait. There’s really nothing we can do but just wait it out.

Hi, Tim. Sorry it took me quite a while to respond. My work schedule is crazy sometimes.
I'm from Wisconsin. Unfortunately, we use the Nebraska Service Center. There are other couples I know whose NOA 1 are around the same time as ours, and their wives have already received their NOA 2 welcome email.
Our USCIS estimate is currently another six months; it varies, though. Sometimes estimates 4 months, sometimes 8. Currently 6. VJ estimate is 3-4.
The fee hike makes it all less easy to stomach, but it's life, and we're living it. :)

I filed the K3. I got the notice of receipt a couple of days later. It appears dead on arrival. I added it to our online account, and it shows only the receipt. Nothing further. I assume it will just sit until the 130 is approved, and then they'll close that case and continue with the 130, leaving my wife in the Philippines until her visa is fully issued.
In 2020, USICS processed over 55,000 130s and 2 K3s. I don't know about 2021 and 2022, but the 2020 numbers seem to speak volumes. I believe prior years and current years are relatively similar.
They've been processed stupefyingly slow.... I'm not one for conspiracy theories, but it does seem odd, given the entire idea behind the K series visas to begin with.
I wouldn't suggest not filing it, though. It doesn't hurt anything. Worse case it just sits. Best case, you become one of the lucky ones. :)

My processing time changed from 3 months to 5. Stayed at 5 for about a month, now has the infamous, "Your case is taking longer than expected to process. You do not need to take any action at this time."
I'll wait until August and then begin to inquire. August will be 12 months.

I have no idea. If there is no interview by August of 2024, I will inquire through my congressperson and file a complaint. That will be 1 year from DQ.
We did attempt an expedite after my wife was the victim of a crime. USEM denied and said to wait her turn for interview.
