@martinez 2019 - no uscis gave me a YSC potomac center, I found out I had an electronic case when I first called NVC when I learned of the transfer.
Everything was submitted via snail mail and then they converted it to efile. Hope that helps.

I learned of the transfer to NVC bc I called USCIS.

So when you will not get through the phone will go directly to the message where it states to call back. However when you will connected the phone will ring once and you will hear a message saying "thank you for calling the NVC, excessive wait times can be longer than 30 mins"
Hang up and dial back until you hear that message, keep being persistent. I have called at different times and that is what I do call back up until the message changes. Good Luck!

Interview was today, he passed civics, writing and english but failed the english portion when asked certain questions in english. He was really nervous, will have a second chance.
