Everything was submitted via snail mail and then they converted it to efile. Hope that helps.

I learned of the transfer to NVC bc I called USCIS.

However when you will connected the phone will ring once and you will hear a message saying "thank you for calling the NVC, excessive wait times can be longer than 30 mins"
Hang up and dial back until you hear that message, keep being persistent. I have called at different times and that is what I do call back up until the message changes. Good Luck!
