You can start filling out your DS160 but dont submit yet. You can save it though even if you’re not done. Then you have to follow up the embassy for the packet 3 which is a set of instructions that they will send to your fiance thru email. You can follow up by sending mail to AbuDhabiIV@state.gov
Once you received the packet 3, then you can submit the DS160 and set an appointment thru the website that they will give you. When i scheduled my interview, there’s only one date available which was 1 month after. Hope this helps.
