I have one question that how long it took you to get the interview letter after your "case completed" at nvc. And how did you know when consulate received you case?

Consulate received case after about 3 eeeks from case completed at NVC. A call to NVC confirmed it. After one week, an email with same information was received, saying case now with consulate.
Mumbai consulate receives cases as they come & put them in a waiting queue. On every 25th of a calendar month, whatever cases they receive, will be issued interview letters for the month after next month.
Your case was completed just recently. Mumbai consulate will receive it in this October month. If they receive it before 25th Oct, you will get interview in December second half, with dates allocated as per incoming queue. Your interview letter email will come to you before Nov 3. Assuming Mumbai receives your case before Oct 25th.
If they receive it after Oct 25th, then you will be in queue & waiting till Nov 25th, & on or before Dec 3 you will get email with interview letter. Interview might be on first week of January.

No, only applicant was allowed, unless interview letter specifically said Petitioner required to attend interview.
