This was a question for us as to whether or not she could enter the US while a visa application was in process and the border agent said it was no issue coming under the Visa Waiver Program. She stayed with me in the States for 2 months before going back to Germany for her interview. In all honesty, she could have completed her interview and gotten her visa in early January 2017.
