I don’t know what a welcome letter is. The date I received our NOA1 is in my timeline. You’ll get more helpful answers posting your questions on the forum, not in people’s timelines.

NVC received my paperwork on 10/4/20 and all was completed (forms filled out and invoices paid) on mid November. No activity since.
I would like ask my attorney to request this "expedite" option.

You can find some information about the expedite process here: https://www.visajourney.com/forums/topic/760745-case-complete-dq-to-interview-may-2021/ Basically, if you have an emergency (financial hardship, emotional hardship, serious health issues, etc.), you can request an expedite.
