As you know the embassy is very slow on the paper work process. I recommend you to call the embassy and collect the Packet 3..
I have the following time line to obtain the K-1 visa.
1. Medical exam 1-2 weeks.
You must finish the medical exam before you submit paper work back to the embassy. It’s take to weeks to receive the medical exam results.
2. Police certificate 6-8 weeks
Embassy does police certificate paper work. You don’t need to submit any thing.
3. Interview
After you finish the medical exam call the embassy to setup a appointment . They will let you come for interview without the police certificate. But the visa will be issued after the embassy receives the police certificate.
