Finally got USA senator's office involved and had to send my petition with approval notice again to Atlanta USCIS and they forwarded it to NVC all done by Senator's office. Processing Estimates/Stats : Your I-130 was approved in 308 days from your NOA1 date. Your interview took 666 days from your I-130 NOA1 date.
