Fiancee entered alone, in Visitors' line. While waiting for her flight to land, I called the IAH Customs & Border Protection line (281-230-4600), asked to be transferred to Immigration, and asked how long today's wait would be. Although on weekdays around 2:15p the wait can be 1 to 3 hours depending on number of flights arriving and how many passengers from earlier flights remain to be processed, I was told "30 minutes." It was perhaps 75 minutes, which included retrieval of luggage. Fiancee said that the lady CBP agent was efficient, asked several basic questions (when plan marriage, when was the last time I the fiance visited, had she the fiancee been in the U.S. before), and spent most of the time filling out the internal CBP forms. Agent pointed out that 90 days would be 1/9/09. Zero harassment.
At IAH, you can wait for your incoming loved one on the bottom level of Terminal E in the "International Arrivals" area (known on the airport's website as the "Customs meet & greet" area).
