My Wife is a Venezuelan citizen and I am a US citizen. we were married in Costa Rica and our Visa interview was conducted in Costa Rica.
The interview wasn't much of an "interview". We had the appointment at noon and was out of there by 2. We picked up our package 3 from the embassy a week befor. They gave us our apt. date for one week later at that time. Medical took only 2 days. We had anticipated the other stuff and had everything ready. they required from us:
-The Medical evaluation
-2 copies of ds-156 filled out on line
-2 copies of the ds-230
-Police certificates
-Marriage certificate
-Birth certificate
-I-134
I also provided a letter from me explaing that I had been living with my wife since our marriage along with certified copies of my passport to prove it. Also, the letter explained why I had not been working because I had been living in Costa Rica
They collected all these docs and then we waited about an hour. We were then called to a window. They asked her 2 questions:
1. When are you leaving?
2. Have you ever been to Houston befor?
They then said, "OK, you can pick up your visa on Friday"
THAT'S IT!!!!!!!!!!
They required no further proof, no further questions, NOTHING.
I feel dumb for ever being worried about this interview.
The Costa Rican emabassy was amazing. You can call them and ask any questions, Monday-Friday from 9am-11am, except Thursdays. I called about a thousand times and the same lady I alwys spoke to was always very curtiouse and helpful. The only thing that they did wrong was tell us that we needed the I-864, but we had prepared both (the I-134 and the I864) anyway. If you have everything ready befor the embassy gets your stuff, You could have your visa in a week or two. I doesn't seem like CR is too busy with K visas. From what i noticed almost everybody was there for a Tourist or Work visa.
Anyway, Interview on Wednesday picked up the visa on friday, flew home to Houston on Saturday. We had our appointment one week after the embassy received our package from the US.
From everything I have read from other embassies Costa Rica was probably one of the best experiences I could ever hoped for. They are pretty "by the book", if you have all you stuff and aren't trying anything "funy", youe get your visa with no problems. They are very accesible and extreamlt expediant for processing these visas.
