I won't rate the consulate based on facilities because it has changed a lot due to the volume of applicants going there. When I was a teenager, I went to the Santo Domingo consulate for my IR2 visa and it was more comfortable. But the number of applicants has grown more than 10 times.
My experience with the consul was great. She greated us with respect. She was nice and asked questions very direct with a smile. While interviewing my wife, I think she noticed my wife was too nervous (my wife even had to think about my father's name). After that, the consul asked me all the other questions and we were approved.
For me, if they can improve access to the building once you get to the place, I would give them a 5. But staying in line for 50 minutes gave them a 4.
